Membership Conditions & Privacy Statement

Central Hawke’s Bay District Libraries is a unit of Central Hawke’s Bay District Council. Your privacy is important to us. “We”, “our” or “us” means Central Hawke’s Bay District Council in the statement below.

We may update this statement from time to time.

What information we collect

By becoming a member, you agree to provide personal information to us, including your name, contact details and date of birth. Membership data is held in secure data centres in New Zealand. From May 17 2024 membership data will be held in secure data centres in Australia.

We may collect other personal information in any correspondence we have with you.

How we will use your information

We use your personal information:

  • To manage your membership, including processing your application, maintaining your records, advising you of overdue or requested items, recovering outstanding fines and debts and updating you on library services and events.
  • To discuss any matters about your membership with your parent or legal guardian, if you are under 16 years of age.
  • To respond to your requests, enquiries or feedback, or for customer care related activities.

From time to time, we may contact you to seek your feedback on our services or facilities you have used. This will help us better understand who is using our services and facilities and how these can be improved. You can contact us if you don’t want to be included in these types of surveys.

Sharing your information

Besides our staff, we may disclose your personal information to:

  • Any of our service providers (including the provider that hosts our online application form), where your personal information helps us provide our services to you. Our service providers must keep your personal information secure and confidential.
  • Another person or organisation if we are required to do so under any law, or as part of legal proceedings or other investigations. This may include a debt collection agency to recover overdue materials and charges.
  • Any person to whom you authorise us to disclose your personal information (including your parent or legal guardian if you are under 18 years of age).

How long will we keep your information?

We have a policy to remove member data (i.e. cancel your membership) if the library account has not been used for a period of time. If you would like your data to be removed from our systems sooner, please contact us to request this.

If there are outstanding fees owing on the account, these need to be paid before the membership can be cancelled and personal information removed.

What if you do not provide us with the personal information requested?

If you do not provide us with the personal information that we request from you, we may not be able to complete your application, adequately respond to your requests or inquiries, provide the services or facilities you have requested or process payments on your behalf.

Accessing and correcting your personal information

Your rights

Your rights to access, and correct, any personal information we hold about you, are subject to the Privacy Act 2020.

APNK offers free internet services to library customers via Wi-Fi and Chrome devices.

Filtering

APNK internet access is filtered to ensure inappropriate material is not viewed in a public environment.

Please talk to a library staff member if you believe a website has been incorrectly blocked.

Security

In order to stay safe on a public wireless network the APNK recommends that you follow standard computer security guidelines, including:

  • Have up-to-date anti-virus software running

  • Have up-to-date security patches for the operating system and other programs installed

  • Check that websites requiring passwords/credit card/personal information use HTTPS (see below)

  • Configure your email to use SSL

  • Connect to a known Wi-Fi network

APNK also ensures that Wireless Client Security Separation is enabled at all our free Wi-Fi hotspots – this means that associated wireless clients are not able to communicate directly with each other's devices.

Only connect to a trustworthy Wi-Fi network

Once connected users receive a prompt to agree to the APNK Terms Of Use. Other Wi-Fi networks may also be available in the area. We cannot guarantee the security or trustworthiness of networks other than our own. You use these at your own risk.

These terms and conditions are in place to allow our community to utilise the Waipawa Library and Te Huinga Wai - Knowledge and Learning Hubfacilities. These terms and conditions are subject to change.  Please check for any updates with each booking you make. 

 General:

  • Both the Waipawa Library and Te Huinga Wai – Knowledge & Learning Hubare shared facilities.  Please respect other users and limit your activities to the area you have booked. 

  • Booking times mustinclude any time needed to set up, pack down, and return the room to its original state. This ensures the venue is ready for the next user. 

  • The hireris liable for any damages that occur to the property and equipment as a result of the user/groups actions. 

  • The hirer must ensure payment is made as per the fees and charges listed on the Council website. Payment is required at the time of booking. Recurring bookings can be invoiced monthly under special arrangement.  

  • The hirer will be the nominated point of contact responsible for group membersusing the premises throughout the duration of the booking. If the hirer is not the point of contact then one must be nominated.  

  • Adult supervisors (age 20+) are required for children and youth groups.  The recommended number of required supervisors is one adult per five children. 

  • Both locations are alcohol, smoke, vape and drug free. No gang patches are permitted within the facilities.  

  • The Community and Library Services Manageror nominee retains the right of entry at all times 

Parking:

  • There is public parking available at both the Waipawa Library and Te Huinga Wai – Knowledge & Learning Hub. 

  • Please ensure that you do not park in any loading zones, mobility parks, no parking zones, or those marked as for the use of other businesses. Parking in any of these spaces may result in your vehicle being towed. We are not responsible for any damage occurring to vehicles parked at our facilities. 

 Cancellations and amendments 

  • In the event of a cancellation or change to a booking, please advise staff 24 hours prior to the start of your booking. If notice is not received within 24 hours of your booking, you may still be charged. 

  • If you are running late, please let our staff know as soon as possible. Any bookings where attendees have not arrived 15minutes after the booking was meant to take place and no notification of changes has been received, the booking may be forfeited if other users have requestedto use the room. 

  • On rare occasions – such as in the event of an emergency – it may be necessary for a confirmed reservation to be cancelled. Should an event be cancelled for this reason, it will be rescheduled at a convenient time for the group and the venue. If rescheduling is not possible, a full refund will be given:

  • The Community and Library Services Manager has the discretion to cancel any bookings. 

Cleaning and maintenance: 

  • Please leave the space as you would like to find it. Return tables and chairs to their original positions, remove any excess rubbish, and use the cleaning equipment supplied to clean up any mess. If you have utilised the kitchenette facility, please ensure all dishes etc have been cleaned and/or placed in the dishwasher. 

  • Central Hawke’s Bay District Libraries reserves the right to invoice the hirer any additional costs arising from the room hire. 

  • Any additional cleaning performed by staff of contractors (as a direct result of your hire) will be passed on to you.  

  • Any damage to the building or assets of the facility will result in replacement or repair at the hirers cost. 

  • Replacement swipe tags or keys will attract a fee.   

Health and safety:

  • Please keep exits clear and visible at all times. 

  • It is the responsibility of the hirer to ensure the health and safety of all persons attending their event.  Please take all practical steps to ensure the safety and wellbeing of your group while using our meeting rooms and facilities. 

  • Please familiarise yourself with all emergency notices these include Fire Action Notice and Earthquake Notice located at all entrances and exits, and the location of the First Aid Kit and Defibrillator. 

  • If an accident occurs while using the facility pleasecontact a Library staff member as soon as possible.  

Additional Requirements: 

  • The hirer must truthfully and accurately state the type of activity the community facility is being hired for. 

  • The hirer shall ensure that all persons have vacated the community facility by the end of the hire period. 

  • The hirer must adhere to the confirmed hire period. 

  • It is the responsibility of the hirer to inspect the community facility at the commencement of their allotted booking time to ensure its condition is safe and fit for the purpose for the hire. Any hazards are required to be immediately reported to the Council After Hours Service via (06) 857 8060 

  • The hirer is not permitted to allow any illegal activities to take place in or outside the community facility during their hire period. 

  • It is the hirers responsibility to contact the NZ Police immediately if there are any safety concerns due to disorderly behaviour. 

  • The stated capacity of the community facility must not be exceeded at any time as required to meet national Building Warrant of Fitness standards. It is the hirer’s responsibility to understand the venue’s capacity and ensure it is complied with. 

  • The hirer must agree to these terms and conditions by signing below prior to being issued a key and/or card.  

Defintions: 

The “Hirer” is the person who makes the booking via the booking system.
